and wanted to return the American wealth held on the "side lines" to the rightful owners, one way to do it would be as follows.

1) Give the banking sector piles of cash for free to buy stocks with and get the stock market sizzling.

2) Allow Money market mutual funds to have the same access to buy Treasuries in the primary market as the Central banks have.

3) Once the owners of the wealth on the "side lines" start putting their sidelined wealth back into the market, let the market rip and then pull the rug from under the"side line" investors who should have their "side line" wealth returned to the rightful owner by causing the stock market to crash by taking the free money to buy stocks away from the banks.
