IMHO Frank Stipes Management ability rests in keeping the bank open and independent in the face of some overwhelming odds and trying business conditions which would have closed a similar bank in the Continental USA/EEUU..... IMHO The depressed market value of the stock is due to the large level of short sellers "dumping" the stock with the hope of bankruptcy or take over by regulators in order not to have to pay the borrowed shares back....
