I propose a simple test - it won't take long.

Before we tax Cadillac health plans, let's tax Cadillacs.

If a new tax on Cadillacs results in lower prices for Cadillacs, THEN we can go ahead and tax Cadillac health plans, confident that the tax will make them less expensive.

I think in some circles that kind of a test is called "proof of concept".
