After ATI large EPS and revenue miss, the bears attacked TIE and knocked it down by ~20% (from ~$10.50 down to ~$8.50)

The bears have already priced in a much larger EPS miss by TIE. The bears did not even dream that TIE would report better than expected revenue.

TIE has reported much better than what was priced in the stock price. It is time to stop defending the ceiling (after knocking the stock down, the hedgies have been aggressively defending the ceiling) and to cover shorts – LIMITED downside vs. UNLIMITED upside.
