Close, but no cigar. An IDIQ award can, and many times will, result in zero being ordered and zero sales and zero profit for the contractor.

Also, it's easy for the Government to hand out IDIQ awards including multiple awards, just to have contractors ready to produce/proivde a service if needed, with no intention of purchasing anything soon...they want someone ready (costs are negotiated in advance so that when/if something is needed, the Government does not have to waste time waiting for a proposal and negotiating costs). An IDIQ award is something like, for example, a basic award with options....(the IDIQ maybe not have a "basic"), but options don't have to be exercised and there is no penalty to the Government for not exercising options, but there again, the contractor will have to include some amount when projecting rates and if nothing is exercised, rates are understated.
