it is one thing to actually do something and it is another to say you plan on doing it.
this press release is saying that they want to refinance the debt, NOT that they have the new debt in place to retire the old one. And that, IMHO, is going to be the hard part. Why would you give up a very safe 12.75% for something that is obviously less than that in a new bond? Rating :
