Why does the State of California and all the others, while in a
budget crisis allow companies like Paychex and ADP to hold
on to the State tax revenue and collect the float from it
instead of giving the monies directly to the State and let
them make the float and have the cash available more
quickly? Secretaries of states should change this immediately.
They need the monies NOW.
