If you read further down the report, it says that management travelled all the way to Oman and the Omani government basically said "we don't have time to meet with you right now." That's not necessarily bad, it's just a waiting game right now. In fact, they might not have to travel back to Oman- the agreement could come without a meeting. The good thing is once the Omani government gives its blessing to the project, they'll have little say in the day to day operations. Keeping my fingers crossed!
