duh...the ocean is salty, right? So you put some floaties out there with some stuff in them and they, uh, well they bob up and down (heave and ho, ya know?) and the salt gets all mixed up in there. Then the cold fusion process (that's the patented "black box" part of the buoy) kicks in with the salt and the bobbing. Then the captain just takes the batteries rigth out of the buoy in just 30 minutes and they are helicoptered ashore where the turbines are ready and connected to the smart grid.
