Their counsel clearly has a formalistic and incomplete understanding of how the law works. Does this mean that they've also been able to settle the pharmacy issue? Probably not.

The gambling issue was a difficult case under a bad and illegal law from an administration that most consider the worst in history. That they could not arrive at a cheaper solution to this problem shows that they don't really understand what makes the wheels of American politics turn.
