Why does IRS have U.S Dollar Denominated Debt? They make all their earnings in Pesos, making those debt payments enormous every time the Argentine Peso falls further against the U.S. Dollar.

The Argentine peso has crashed 30% in the last 9 months making those interest payments MUCH bigger. Why didn't they just take out the debt in the same currency that they make their money in (Argentine Pesos)? I'm just curious what the logic is here. Is it b/c interest rates are really high in Argentina, or is it b/c they were speculating against the Dollar? I don't get it. Anyone know why?
