This morning with a simple phone call to Fidelity, where I hold my IBOC shares in street name, I was able to convert my account from a margin account to a cash account, which means that Fidelity cannot lend my shares to their other customers or to other broker/dealers. Additionally, I asked them to turn off the auto-journalling feature on my account, which is the mechanism that flags a stock as eligible to be loaned to other customers of the firm or to other broker/dealers.
