Based on the history of Citigroup, they did the same in order to save money and build liquidity and capital. They didn't pay dividends that time on March 2009 when shares were about $1.:

Suspension of dividends are good strategies for aggressive companies to save money and get out of debt. Citigroup now is above $4. I bet IBNK will follow that pattern, rising from the bottom.
