"Under MeF, prior year tax returns can't be e-filed until Phase 2 (January 2011, for tax year 2009 returns). Amended returns won't be accepted until Phase 3, which begins January 2012. Only 2009 and 2010 F1040Xs will be eligible."

The change in format for 1040X is an indication that they will be eligible for e-filing in the future. Based on experience with a one column (vs. the federal 3 column) format for Iowa amended returns, I believe the error rate will significantly increase.
