Word on the street is that Robert Rubin and Jon Corzine came up with the tungsten scheme when they were at GS. GS had been very active in leasing gold and selling it short. Rubin and Corzine realized they could repay the lease with gold-plated tungsten. So GS had the gold-plated tungsten bars manufactured. Then when Rubin became Treasury secretary he allowed GS to repay its gold lease with the gold-plated tungsten. So now Fort Knox is filled with gold-plated tungsten courtesy of GS.
