I am a long term investor of semiconductor stocks. I buy and sell semiconductor stocks for the last 30 years.

I can list a few reasons that why GSIT stock is low:
(1) Analyst upgrade was not good at all:
Edwin Mok (Needham) didn't raise target price after GSIT conference call.( from $5.0 -> $5.0)
However, he raised ISSI taget price from $5.0 to $6.0. So ISSI stock price went up except GSIT.
Despite GSIT performance is much better than ISSI or competitors.
(2) Target price comparison (see Yahoo finance):

GSIT target price is too low.

(3) GSIT didn't report non GAP EPS:
Most of companies reported non-GAP EPS.
Analysts used non GAP EPS to give taget price.

Frank Calderoni, Cisco chief financial officer. "We delivered earnings per share on a GAAP basis of $0.30 and non-GAAP of $0.36, which were above our expectations, driven by balance across a broad portfolio and intense focus on execution
(4) Analysts used GSIT GAP EPS to do comparison with competitors. GSIT is undervalued.

(5) Management team is too conservative to tell Wall Street. For example: 2 new design products were out but no one knew it until the Confernece call.

(6) Good strategies but they became short falls fro GSIT> GSIT didn't know to report good news.
Example: acquire Sony SRAM business & buildings.
Since the announcement of these 2 deals, stock price went down.

(7) no good PR firm.
