near all of these are conceptual projects - no design or permitting done yet

look at page 46/47 where they note that they used ACSR specs to do the load study [not to design the upgrade] that is the only mention of ACSR

and page 48 where you will see that the conductor is the limiting factor on essentially all these lines

it will be a rare case that the structures will hold large enough ACSR to achieve desired loading -- they will go with ACSS or ACCC in most cases -- ACSS will be the cheapest option in some cases as most of these are very short lines but ACCC will very likely be used
