Their execs don't want to split up the company. There's not nearly the level of interest in the outsourcing and consulting sectors - everyone interested covets the Fed Contracting business but their execs know very well the value of the rest of the company would be dicey at best standing alone.

If they agreed to sell off just the Fed Contacting business - IBM (and others) would jump all over it. It would give them a strong presence in the more commodity-level professional and IT services/solutions as well as give the existing CSC business model the backing of a bonafide hardware giant.
