Well number 1 is they need to take into account the volume on their stock and take steps to help increase it. They could've enhanced short and long term shareholder value by purchasing 500k shares when the stock was .60 or so. That would've reduced common by 8% without putting a dent on cash at hand and would've likely caught the eye of investors.

Like you mentioned, retail investors could/would make a big difference in daily volume. The thin volume is not attractive. By using more strategic PR[not only to reach more investors but also for brand awareness] they could reach the retail crowd and can enhance institutional ownership by increasing the bottom line. If you look back at their history, they have never had a million share day. That tells me they are not doing enough to excite investors. And the people who buy these types of products are also the people who invest in the market. for the most part.
