I think the distribution of options are well timed with the government completion of its' ownership of C. The employees retirements are pretty beaten up and employees are pretty upset so the plan to offer options at 4.08 is an excellent way to payback those employees for their services. Giving employees options that have no chance of incresing in value short term would be a waste. I think this is a well timed benefit for employees which will correlate with a stock buyback plan from Citis' 242 billion cash fund.
