The suggestion that HVT could be part of the problem is interesting. I don't know how it works, but I imagine if you can change the regulation surrounding one of variables in the program ... it would slow the velocity down ... so to speak.

Speaking of changing some of the variables ... position limit changes may have to wait until regulatory legislation concerning authority over the OTC markets is done. It's almost through the House. See link, it is an October 21st article. CFTC's Chilton also wants to do it to the metals as well as energy.
