Some states, like wyo, MT, Mn and SD require by a state law a certain percent of elec to be generated by renewables .
I think most of this is window dressing, and good PR. Wind power , IMHO , will not get going until there is more elec transmission lines built to carry it..
ITC, has a proposal for this but that is years and years away.don
