On Oct. 29 at 12 p.m. EDT at the National Press Club of Washington, D.C., Shenyang Power Group ("SPG"), the U.S. Renewable Energy Group ("US-REG") and Cielo Wind Power LP ("Cielo Wind") jointly held a press conference and signing ceremony for joint venture agreement ("JV Agreement") and wind turbine purchase agreement.
　　This JV Project is expected to cost in total approximately $1.5 billion. The three parties, SPG, US-REG and Cielo Wind will set up a JV by jointly investing $40 million to build and operate wind farm in west Texas.
　　US-REG will apply for a government loan in amount of $1.5 billion, among which a $1.2 billion used for wind turbine orders with A Power (shareholder of SPG) as the only supplier of 240 units of 2.5 mw wind turbines in a total capacity of 600MW. The total cost for wind farm design, installation, commissioning, and etc. is approximately $300 million. The Fuhrlander company in Germany and U.S. GE company will provide wind turbine’s technology and products quality assurance.
　　Deputy mayor of Shenyang city Mr. Yang Yazhou made a speech at the press conference on behalf of the Shenyang government. Mr. Huang Kai, deputy mayor level leader and chairman of SPG Mr. Lu Jinxiang also attended the press release and reception.
　　Speaker of the U.S. House of Representatives Nancy Pelosi had an official metting with A-Power Chairman and CEO Mr. Lu Jinxiang and his delegation at Capitol Hill, expressing her congratulations on the successful signing of JV agreement. Congressman Mr. Ed Markey, Chairman of the Energy Committee in the House of Representatives and Chairman of Energy Independence and Global Warming Committee, mentioned in his speech at the JV press release that the U.S. government will stipulate the new energy standards by which clean energy power will occupy 20% of the total national electricity generated. There are some other important political leaders who attended the receptions as well with their congratulations, including Senators Mr. Kay Bailey Hutchison of Republics (Texas) and Democratic Senator of North Dakota state Mr. Byron Dorgan, and etc.

The biggest order for Chinese wind turbine export will be produced from this project, which symbolizes the equipments manufacturing industry in Shenyang city has entering into the advanced ranks after recent years’ development and Shenyang is going to be the global manufacturing center for wind turbines.
