"We will build the provincial animal disease prevention and control center (the Northwest Center for Animal Disease Diagnosis), improve the infrastructure for animal disease prevention and animal health supervision infrastructure in various cities and counties, complete the infrastructure construction of veterinary stations in urban and rural areas and strengthen the safety test mechanism of veterinary medicines, fodder and animal products."

"We will establish expert groups, regional industrial expert organizations, industrial technology demonstration zone(field) as well as industrial technology demonstration region, improve the animal husbandry popularization and management system at the county level and establish a monitoring and early-warning system on industrial innovation."
