If manufacturing isn't increased significantly, the US recovery will be too weak. The following would work.
People who purchase a new product MANUFACTURED ENTIRELY in the United States could take half the price as a tax deduction for the first five years it is introduced. This tax deduction wouldn't strain the federal budget, so be easy fore Congress to pass . The loss of tax revenue from the tax deductions would not start until a product were actually out, and would then be recovered through extra tax revenues from the new jobs and production. This would especially help produce more new product introductions per decade for the following reason: Usually, it is difficult for a new invention to succeed, even though the product is good, because most people don't want to purchase a new product the first few years. Therefore, businesses are timid about introducing new inventions. However, the tax deductions would lead to increased sales at the beginning, making it more likely that new products would succeed, so businesses would develop more of them each decade. Some individuals with ideas which renders them to be easily taken advantage of might argue that this would violate the trade agreements. However, in reality, the trade agreements may not be interpreted to mean that a nation is required to seriously damage its own economy. In several places, the Charter of the United Nations establishes the obligation to keep the economies of all nations healthy. Thus, Chapter XVI, Article 103 of the Charter of the United Nations applies, because other provisions have to goal of promoting the health of the economies of United Nations members. Article 103 says, "In the event of a conflict between the obligations of the members of the United Nations under the present Charter and any other international obligations to which they are subject, their obligations under the present Charter shall prevail>" I am not able myself to get the above into the national dialog, because I am an unknown disabled low income senior.
