AES is a big fish, a really big fish. I really think this is big deal flying under the radar that is not getting the attention it deserves. It may very well be one of the reasons Sinovel is ramping ahead of schedule. I think one reason AMSC pps is under pressure is the concern from so much of the revenue stream is derived from a single customer. In my opinion though, this AES relationship with Sinovel negates that concern for some time to come.

As far as your question regarding the Brookings Institute. I'll admit I'm not that familiar with what they do. But it seems they are heavily involved in US/international policy, and considered to be one of the number 1 think tanks in the world. I don't know why that makes you suspicious. In my mind, it adds further validity to the idea that this is a really BIG deal. For those not familiar with The Brookings Institute, here is a quick read from wikipedia:
