It is indeed a great time to start investing in this fund if you have the money and believe the government will pull us out of this funk. I continue to add to this fund as the market drops. The more it drops the more I buy.

Yeah, right. Been 'dollar cost averaging' since Roth IRA was started in 1998. All in SP500. Today I am down HUGE using that great advice.
And with regards to your 30-40 year outlook, I seem to recall Milton Friedman saying for those who plan in the long run, remember, in the long run will all be dead.

Sorry, I don't smoke. DCA (dollar cost average) on a monthly basis and as I have stated earlier, you will be a happy camper in 30 or 40 years. Mutual fund indexes is the only way to go for young investors that have the rest of their lives to invest.

This is the time to buy when everybody is doom and gloom. I have heard it all before. It is not the end of the world. Get a grip people. The economy will rebound and when it does you do not want to be on the sidelines. The biggest moves in the market happens very quickly and only on a few days. When those folks on the sidelines decide the market is looking better and decide it is time to get in, its too late for them. They are buying too high. Start your DCA (dollar cost averaging). You buy more shares when the price is lower and less share when the price is higher. Happy trading folks.

This fund has lowered it's finance fees before, but it doesn't stay there. It seems like USAA lowers the rate for a few months but slowly creeps back up to .33% This fund is also pretty small, so it can't buy stocks like the Vanguard giants.
