I have this fund (SSEMX) available in my 401k plan. It is one of two foreign investment choices (other is Vanguard Dev Mkts). It has underperformed all of my domestic funds by about 10% so far this year.

I'm also concerned about the long-term health of the US dollar since it is being pumped into the system at an alarming rate. There are also rumblings that the dollar could lose its reserve currency status.

I'm half tempted to reallocate my entire portfolio into these two foreign funds. I would essentially sell "low" in my domestic stcks and buy "lower" in this and the developed markets fund. Have we reached a point where this fund (SSEMX) is about at its bottom? Does it stand to rebound even higher than the domestic markets, especially considering the potential long-term devaluation of the US dollar? I'd appreciate any input.
