this is one of several business where they get paid whether they win or lose for the investers. However they always win for themselves.

Down 33%. If it wasn't in my IRA would have taken the TAX LOSS and moved on.

Mutual Funds are for the pits. Get a good Utility Stock (not a MF), enjoy the dividends and the ride to much better returns.
