proshares small cap as a core holding??

I am wondering if there are any professionals out there... in the business.
Question is,

If many small cap managers close their funds to keep the $ amount managable, why not use these proshares ultra ukk and ukf ..to have small cap exposure ? They should outperform the indexes, and many funds can't even do that from what i've seen. The ones that can are closed...and these SHOULD ( hopefully) do just as well as the russell 1000 and 2000.
Fees are not insane by any stretch when considering small cap fund fees...
any thoughts would be greatly appreciated.

Anyone have any idea why GABSX dropped 2.17% today while the overall market recorded one of its biggest increases this year? Other small cap growth funds also recorded large increases today. The Gabelli web site is showing the same closing NAV for the fund as other sites but it is indicating a climb of $.83 cents over the previous day (when it was actually a drop of $.71 cents). Something seems very wrong!
